The short answer
USDC is issued by Circle and USD₮ by Tether, each on its own set of networks with its own contract per network. Neither is interchangeable with the other, and neither is interchangeable across networks. Choose based on what the receiving platform accepts for the network you intend to use.

Both are ERC-20 tokens on Ethereum and behave identically as tokens. The differences that bite are administrative: which networks, which contracts, and who credits what.
Network coverage is the practical difference
The most common real decision is not "USDC or USD₮" in the abstract but "which of these does my recipient accept on a network I can use cheaply". Tether’s TRON deployment is widely used for low-cost transfers, and Circle’s native issuance across EVM layer 2s covers a different set of cheap routes.
Each issuer documents its own deployments, and those documents are the right starting point. They tell you where a token legitimately exists; they do not tell you which exchange credits it. The mistakes are identical for both
Whichever you hold, the failure modes are the same. Sending on a network the recipient does not accept. Sending a bridged version where only the native one is credited. Assuming a contract address from one network works on another. Holding the token but no gas asset. Reading the ticker instead of the contract.
Neither issuer protects you from any of these, because none of them are token properties. They are properties of the route.
How to choose in practice
Work backwards from the destination. Open the deposit page, see which stablecoins it lists and which networks it offers for each, and pick the intersection with what you hold or can obtain cheaply. If both work, the cheaper route usually wins; if only one works, the choice has been made for you.
If you are holding a stablecoin for a while rather than moving it immediately, that is a different decision involving issuer risk, reserve disclosures and your own jurisdiction, and it is outside what this guide can responsibly advise on. Can I send USDC to a USDT deposit address?
No. They are different tokens. A deposit address is issued for a specific asset and network, and sending a different asset to it is an unsupported deposit, handled as a discretionary recovery case at best.
Is one of them safer than the other?
That question is about issuer risk, reserves and regulation, not about transfers, and it depends on judgements this guide does not make. For moving money, what matters is which one your destination credits on which network.
Are they always worth exactly one dollar?
Both aim to track the dollar, and both trade close to it in normal conditions, but a market price is a market price. Do not assume an exact peg when calculating what will arrive.
Which is cheaper to send?
The cost comes from the network, not the token. The same network costs roughly the same for either, so the real question is which networks each one gives you access to for your destination.
